It’s unclear to me what this organization does, and what is their involvement in Clarion County’s Department of Human Services? Are they one and the same? Is there a contract in place for certain services?

All I know is when I needed to talk to Clarion County Human Services, this was the organization who returned my call. There appears to be no complaint or grievance process in place, either in Clarion County or at their Butler headquarters.

Yes, I would agree that they can “make stuff up.” That is troubling. If such an organization did “make stuff up” about a person, what would the legal definition of such acts be?

If fraudulent claims about a person led to damages like a loss of certain rights, or the loss of a job, or GOD FORBID, the loss of a life, could this organization be held responsible? Could individual employees be held responsible for negligence or more serious causes of action? PROBABLY.
